Not really, from 2 types of my ram all 32GB I just use 1.05v for all running at 3733mhz:
3600mhz 16-19-19-39 32GB Hynix DJR, values same his Thaiphoon Data
3200mhz 14-14-14-34 32GB Samsung B-Die
No sure how you are changing you VSoC in Asrock, but I saw this:

RMA the mobo :).
Can you try enable XMP (run at 3200mhz) with one stick and post your timings using the software below?

If you don't have problem running with 3200mhz, then its your ram or the timings.
Why not Enable GDM first and set tRFC=570.
Also your voltages are already high for 3600 loose timings.
Most likely.
My cpu can finish cinebench with 4.575/4.475 with 1.368v just tried it. But my problem is IF max out at 1866.
My previous stick (corsair) and now (g.skill) can both run 3800mhz decoupled IF or 1800 IF.
But cannot boot with 1900 flck not matter what recommended voltages, soc...
Can you double check? I think its opposite. The 217 EUR is the 3600x maybe.
And you have to buy cpu cooler for intel.
Still 32GB out of your budget. Most software for rendering are CPU intensive so you need more cores/threads.
16GB is enough for now, unless your are using so many textures and...
When you disable, try not to raise anything and check if it boots and stable.
Otherwise add some procODT/CadBus(60-20-24-24) or Dram voltage.
someone share this, forgot who. Edit: I rembered it was examen1996...
Here are some statistics from excel I seen somewhere but forgot where, I just copied the sheet.
I filter for you only 2x16 GB Dual Rank.
Gear Down Mode, some rams can hardly disabled GDM especially in tighter timings.
Sometimes required higher vDram/procODT/CadBus or trade some timings.

You can still grab some non-RGB G.Skill with 3200 14-14-14-34 or 4000mhz 17-18-18-38, it will perform almost same i think.
3200mhz 14-14-14-34
