Just on PCIE slot power your are limited to 75 watts, so i'd go with a gtx 1650. It's a newer(ish) card & only has a 75 watt TDP.

For the average consumer this adds an extra step that will most certainly confuse...Heatwise this is probably fine, as it is at the end of the PCB either way.

This is not an actual issue, you just need to set the fan curve up. I always correlate the temp & speed for my fans so, if the CPU is @ 70 the fans will be at 70% and so on. Someone probably has a perfectly optimized fan curve out there for a 13900k.

If you HAVE to pick one of those 3 definitely go with the 8700k, it is the best of those in strictly gaming. I'm currently STILL using an 8600k and have zero issues playing 1440p at 80+ fps on High/Ultra settings (Graphics Card is more important @ 1440p though..).
