Well, I can give your answer. I have an i5 5675C with the iGPU Iris pro 6200. The difference is very low when running it at 12W versus running it at 30W (factory setting). I had major problems with temps and had to downclock it, not much of a difference

There was a video by actual hardware overclocking saying that on xmp a timing could go very wrong, hurting the performance significantly. I don't understand much about it and I don't remember the exact timing, but is that tRC on CPU z right ? It looks like the one that was problematic on his video

It'll probably just be for reviewers, the price is to low to send it to normal users.

Brazil is also affected, a RX 580 costs the same as a 1080ti here. NVidia prices are unaffected
