Check that all the power cables are connect to the board.
Also this board I believe should of came with an onboard mini speaker that you connect, that should tell you with a series of beeps if something wrong.
Your core clock is way too high, 1411 was about the highest I could go when I did the flash.
Do you have MSI afterburner or a software were you can do custom fan profiles and core voltage and such.

Well I can at least confirm the xfx 590 bios doesn't work. Last time 1411mhz was the highest I could get this card with the rx580. I'm going to give it another shot with the other xfx bios.
Update: Card is complete undetectable with either of the bios. At first thought it was just no video out...
I personally don't think it will work. But I'm giving it a shot on my rx480 and seeing if it will at least boot. Will report back....Hopefully on the same system.
I was itching for a threadripper and saw this one, had no hesitation hitting that buy button when they said it worked and free returns no matter what lol
These beauties got here today, scored them on Ebay for $299.99. Little dirty and scruffed, but guy said it worked, now to clean it and find a cooler to verify!
Are you able to load into cmos with the rx580 installed? Did you also buy the cards brand new? If you didn't be aware the cards may have been ran hard and possibly had their bios messed with for mining. Try flicking the bios switch on the card and see what happens.
