Typically, controlling payroll as an expense/credit on the general ledger IS the easiest/simplest thing to do for cost control... question is, are the correct people being cut?
I don't think so!
(There's something out there, which I am SURE you've all heard of: It's called "office politics"... & the "rats tend to flock together" on this account, & the actual productive educated + skilled production folks get the axe!)

P.S.=> Not busting on your assessment or you personally, but it is what I have seen in THIS field in particular, from an MIS/IS/IT perspective for over 13 years now professionally!
IMO @ least, in "corporate america" today:
There are FAR too many 'chiefs' that haven't done a job of their underlings/subordinates, themselves - too many "mgt. & business analysts" that basically only "move the paper from the right side of the desk to the left side of the desk" types sending memos/emails, & making up meetings & choosing directions that end up being cut anyhow...
Wasteful & stupid & yet it goes on like mad...
(How can people that haven't done a job or process themselves run it well? Especially when that "mgt." has NOT done the job @ hand they are overseeing themselves! I.E. -> How can they effectively manage a process they have never done themselves?? They have no experience in it, professionally + hands-on!)
