its for this
absolutely: if your cooler is working and it goes to max speed very fast from turning on PC and after 1-15 mins it turns of - check TI
it's like cpu is working, cooler is working -> 95% TI issue(rest 5% are PSU or mobo failure, but it was ok before you cleaned up your cooler)
just dont turn on your pc before TI is placed properly - cpu may be harmed and even die
also just an advice: clean your cooler every 2-3 months and replace TI for about 15-20°C difference after full replacemnt tests(for example now you'll have 60°C under fulload -> replace TI if heatsink is clean and your cpu goes more than 75-80°C)

TI = Thermal grease (also called thermal gel, thermal compound, thermal paste, heat paste, heat sink paste, thermal interface material, grey goo, or heat sink compound)© Wiki

for fan speed:
a)it's bug of sensor and fan is running normal speed and it's not loud
b)is your fan loud as hell? if so:
1)maybe fan speed in bios is set to 100%
2)you got 3pin connection cpu cooler(but you wrote it's 4pin so i suggest it may be set not to right slot or cable problem)

The fan may be overheating, thermal throttling:p

But serious, not sure what's going on, do you have another fan to try?
