If you can afford it, the 1070GTX is an excellent choice. (will also run 1440P if you decided to go that way and will run future games on 1080P high settings mode).
If you want to carry on as you were (with some speed increase ); take the Rx480.
If you want to bridge this generation and go for the 1070Ti/VEGA; you could ook into a Rx470 for 160$.
But seeing as you weren´t that 100% happy with the 970´s performance, I think only the 1070GTX will sate your thirst. (playing ultra high settings on 1080P; which is overkill; but hey; if that is how you role; that´s ok just fine)
