I would of liked to see them to fit fans on both sides of the card which helps with cooling greatly, although they would have to be careful due to CPU coolers but still i been doing it for years without a real problem.

Yes why would we want to do some thing that works. Standards can be silly some times, it's worked really well for me over the years.
It has no value in the actual performance of the card, all of the core components operate within spec with the current cooling situations(which are on the side of the pcb that contains the active cooling already, afterall) and are a valid purchasing option for anyone with a case conpliant with normal pci slot designs. Breaking spec alienates many users and bring into question if the card is a compatible purchase or not, which will undoubtedly cut into the bottom line for the design. It provides no value to those already willing to violate all specs for custom cooling: water/ln2/DICE, and little to no performance advantage. I don't see any benefit for an end user or AIB for doing this. The only card on the market that would potentially take advantage of this would maybe be the titan series as they also have vram on the back of the card, but a backplate is generally more than sufficient for memory cooling, as it does not benefit significantly. This is, ignoring the fact nvidia locks down titan designs.
