No they're not but what are your expectations anyway? Do you expect recently released games to be 85% off? That's not how it works. Developers don't work for free and I'm pretty sure you don't work for free either.

Agreed, and there are some pretty recent games with decent sales. I picked up Prey for $20, Planet Coaster for $11, and South Park: TFBW for $30. That's not bad for a couple of games that haven't even been out a year.

Steam sales are not as good as they used to be, once they did away with flash sales they also did away with the best deals - for the most part. Not saying how they did the flash sales was good (having to check every 8hrs!!?), obviously it had to go thanks to the refund system, which is great (altho by law it would have eventually been enforced in various parts of the world, so Steam just got out ahead of that - not to mention competitors had already implemented it).

At least 2 of the mentioned deals here which are meant to highlight how great the Steam sales are have already been discounted by the same amount previously on Steam. (Prey & Steam link)

If you shop around, you will find the amount of purchases you make thru Steam drop (and Im not talking about sites that offer things half-off day1, clearly dodgy AF sites!), but elsewhere you can find discounts at least on par with Steam and often better - sooner. There is also the matter that discounts sometimes go back up (get worse), 2 games I have on my watch list have been discounted more ON STEAM previously - so we're not talking about throwing other sites into the mix here, just Steam. Plenty of discounts are the same as seen half a year or more earlier. There are sometimes good ones, like Planet Coaster which is a great discount and historical low. But such cases are the minority if you are someone who does shop around.

So, discounts that often dont drop as time goes on, discounts sometimes going the wrong way, and in the region of 2/3's to 3/4's (*personal guesstimation) of the time games can be found cheaper elsewhere (again, excluding sites that offer scam insurance or who offer 50% off day1 titles, that shit is stolen and I dont support them) - without waiting for a seasonal sale. Thats why Steam sales arent as good as they used to be.

Passed up a dozen GTA V 30-50% off sales for this moment: 60%. That did it :)
