Before downloading this game, that for sure is nice... Can I freely roam around in the city without entering those funny ninja combats? Is there a trick like godmode or similar?

Not that I know of. You’ve got to play but eventually you’ll get free reign to go anywhere. IIRC, your main safe house which you get in the first few hours is right near Notre Dame, and then you can explore it.
 
You don't need the DLCs to explore Notre Dame.

It is a nice thing overall, i guess i just lost hope that UBI are doing it for the right reasons.

What's crazy is how many other churches have been attacked over the last four years in France, never mind the attempted one last week in the US.

Imagine if someone deliberately attacked Notre Dame: France would declare war the next day which would likely drag a lot of other countries into it (especially NATO), which would translate into whatever uprising was starting being squashed with overwhelming force. They attack smaller facilities because even though they have a death wish, they're also cowards. They fear being on the defensive because they know they'll lose.

Also, high value sites also tend to have a lot of security.
