Windows 10 May 2019 Update 1903 Gaming Performance Tested in 21 Titles, with RTX 2080 Ti and Radeon VII

Seems like it's all just PLL clock skew margin of error for now at least, but that's fine it's not hindering performance at least and in the future the new variable shading stuff should be able to help performance.
 
With this update, the CPU-Z doesn't seem to work properly, the same scores were achieved with different OC settings of 3.6 GHz and 3.8GHz respectively - 6800K, not to mention the scored was down by a couple of hundreds points in multi cores.
 
No, lose here, in fact, CB15 went up 10points. CPU-Z is the same.
On games while fps seem about same the game seems smoother, maybe 1% lows are better, BFv played great on 1903 until new patch, then not so good but that is the patch.

So, basically the difference between results aren't statistically significant since it seems that most results are within 2% and average out to even less since a lot of these results are both above and below 0% for different resolutions on the same game. To me, that means that it's a whole boatload of nothing to see here. Niiice.
 
A quick Time Spy run was all I needed to see there was little to no difference either way. I was more paying attention to CPU score for "mitigations"
 
I've noticed some pretty high ISR/DPC latency spikes only after upgrading to 1903.

I've ensured that all my settings were updated and correct.

too bad it fails to install every time ive tried it. 3 hours of waiting followed by FAILED. lol. nothing new, i guess this is the new normal.
