it's hard to trust any from china especially when you buy computer parts
so i may buy a frame and card board then place it there

Poor little CPU. Looks like someone tried to rip it out of the socket. My neighbor did the same thing with his sFM2+ APU not too long ago. Heatsink got stuck, and he had not enough patience to wiggle it out.

There's almost an entire row missing at the bottom, and it looks like another dozen was soldered-on afterwards, randomly spread around the PGA.

It'd be more certain if we had a microscope shot, but I can tell you that it's 129% not oxidation, since all affected pins look ok and there's abnormal gunk only on pads underneath.
Normally I avoid AMD repairs, except sAM4, but I have a friend who specializes on basically any and all AMD desktop platforms. He did a few pin repairs on FX-series back in a day and it looks exactly like that: solder paste squeezed out and not fully melted near the pin, cause you heat it super-briefly... otherwise you'll kill the CPU. This kind of repair is total ghetto, worse than overlaying broken pins on Intel LGA boards (that I did personally).

No no, look at a socket A and a socket A CPU, there is a major difference from 754/940/939/1207/AM2/+AM3/+/AM4.

I have an old Socket A chip somewhere. I think it’s a Sempron. I miss those old ceramic chips. Satisfying weight and feel, and held the graphite trick well.
