Check with Activision support, it's probably an issue with the patch, you might have to wait for another patch to fix the patch, which is the way it goes with call of duty.

If you haven't done anything new to your PC other than updating the game, it's probably a fault of the patch and should therefore be taken up with Activision support.

I have the same issue.
Not sure if it's a graphics issue tho.
I feel like it's more of a lag issue.
At first I thought it was packet loss because that's how it looks to me but it's nothing on my end.
I don't have it in every match either.
It's almost as if it's syncing everyone to the slowest connection.
Or
Give it a few days for their servers to catch up from the update.
