Yep all core oc usually means all cores are at the same frequency eventually
Otherwise it's by core or by specific core oc'ing thus tuning each core to the max frequency they can do due to each cores temperature limits.

I'm guessing e cores were the lower effective clock of a little more than 4.2

The eco cores hit 5.966 GHz max. But my point is that all core shouldn't definitionally exclude the eco cores. I'm not sure if the big.LITTLE core situation will materialize into a Core/Module scenario like Bulldozer the the legal realm, but I wouldn't be surprised.
