Were it a binned down 7600XT, shouldn't it have 16GB VRAM and be called 7600XT GRE?

Why? It's AMD's product, they can name it however they want.

AMD does this all the time, like artificially limiting the clock speed and OC potential of the 6800 (non-XT). If that card performed like it could when unlocked, it would get too close to the next product up and ruin the product stack, or AMD would charge more for it and completely ruin the value proposition.

AMD is free to name their products whatever they want, that's fine. We're also free to question the logic behind their naming schemes.

As I mentioned earlier, I can easily get behind them naming it 7650. It is a refreshed 7600 with a minor clock bump.
But calling it GRE, when both GRE's before were nerfed versions compared to their numbersake XT's (6750 GRE vs 6750 XT, 7900 GRE vs 7900 XT)? Now, I know the GRE were meant for China only and the 7900 became worldwide because there was actually a market gap where it could be slotted in and sold everywhere.
If a 7650 XT eventually were to be released, it would actually fall in place.

Yes, I'm saying the GRE used to mean "binned down", now it means "binned up".
But that doesn't even have to be the case, it could very well just be a 7600 with a higher TDP limit.

I don't think it means anything other than "we're trying to sell it to China, or whoever else wants it".
