I guess the problem is that no ban/embargo is completely effective. The target can and will find a way around it somehow, no matter how tight the restrictions are.
It's a shame that AI has proliferated so quickly with seemingly little to no thought put into it. And I suspect China sabre-rattling about things like this are only going to intensify the western efforts. Which means more money wasted, more negative environmental effects, more privacy concerns etc etc.
