1050Ti Low GPU Usage

Hello, I have a "NVIDIA GTX 1050 Ti" branded graphics card and a "Intel(R) Core(tm) i7-3770 CPU @ 3.40GHz 3.40 GHz" branded processor, and GPU usage is very low, sometimes down to 10%. If it is 70-80%, FPS increases in the meantime, but generally it is 40% GPU and 60% processor usage, and other than that, I still don't understand it. If it is related to a cable, I can run or plug the cable. I am skilled in these matters, but this issue seemed ridiculous to me in the past. Well, there was no computer, it just arrived under warranty anyway.

If the value of the fps is really low it is increasing in the meantime but in general this is

As for the FPS value, it is really low and sometimes it increases, but this is the general rule.

How much system memory does this computer have?
What manufacturer and max output is the power supply?
What kind of storage? (ssd, hdd, capacity)
What screen resolution are you playing at?
How are the temperature of these components?

GPU and CPU usage is not a perfect measure of performance. First off they are calculated from the current speed the hardware is running at. Meaning a GPU that fail to clock up will show 100% usage but still produce abysmal FPS (does not sound like this is your problem, just an example).
Second, software performance, especially games, are dependent on more than just your CPU/GPU. If a different need is bottlenecked, your CPU and/or GPU will never get near a 100% load. This could be a slow HDD or running out of RAM for example.
 
What game are we talking about? What graphical settings?
 
How much system memory does this computer have?
What manufacturer and max output is the power supply?
What kind of storage? (ssd, hdd, capacity)
What screen resolution are you playing at?
How are the temperature of these components?

because a 1050 Ti can output ~200 FPS at 1080p in this game and the CPU can do around a hundred.

He is saying, pretty clearly that in that particular game your i7 3770 is not powerful enough to get the most out of your GTX1050Ti.
 
However, with my old processor, I have very good FPS in Valorant and all games.
Was that with the 1050Ti? It would help if you mentioned what your old processor was?
