Vsync on? Power savings on? More details are needed.

I am playing on 60 hz monitor and have vsync off. I also disabled vsync in nvidia control panel. Updated bios and windows 10 to the latest version. I tried with prefere maximum performance power options in nvidia control panel, but nothing.

What resolution? Check power savings in Windows.

also information about the driver version you are using ,whether you have custom profile set on oc software like afterburner and hardware usage information during gaming would help

Tweak your memory settings and see if the stutter subsides.

1920x1080. My Power settings in windows is set to balanced. Weird thing is, if I use low settings and 1280x720 resolution, I still have bad fraamerates. It is about 80fps but still....for 1089ti thats nothing

Where do I tweak memory? In Bios? My memory is only 8Gb with max 2400 speed, hyperfury kingstone in one slot

Everything is on default in afterburner. I dont use any oc software like gaming app from MSI. My driver is latest from geforce website for win10 x64. I used DDU for uninstalling my graphics card driver an installed it again, but nothing. My bios is set on default and updated.

First off change balanced to high performance.
Your using 1 ram stick - single channel isn't good.

I can say your frame rates are normal - 2400mhz is around 10 fps behind 3200 with a 8700k on average, you are using single channel ram with one ram stick and you've done everything necessary

More questions,
He gets 120 fps easily at 1080p with a 1080 and at 1080p your cpu bound so you'll want at least a 4.7 ghz overclock or upgrade that damn monitor. You will need the following:
8gb ram stick for dual channel
Ssd for os with hdd for games
Monitor upgraded
8700k overclocked to 4.5 at the least.
Try overclocking ram speed to 3000 if it's stable - that would boost frame rates a bit too
