Benchmark Scores I once clocked a Celeron-300A to 564MHz on an Abit BE6 and it scored over 9000.
That's a nice monitor no doubt but it eats up almost half the budget.
Hardware Unboxed on Youtube for a good roundup of gaming monitors. One of them is a full-time monitor reviewer and the focus is almost exclusively on gaming monitors.
They have plenty of recommendations for 4K and 1440p at various sizes.

RTX 4070ti is absolute overkill for Apex Legends. Go with a RTX 4060 or even a 3060ti. There is no need to be pushing well over 200 FPS in Apex if the monitor can only do 170 refresh rate.
Don't buy a Raptor Lake CPU lower than the 13600K in a $2500 build, they're not Raptor Lake, they're rebadged Alder Lake, only the top three SKUs use the new architecture.
I was going to say what these guys already said.

IMO get him a 32" 165-240Hz 1440p monitor. Either the Odyssey G7 32" that I have, or the Gigabyte M32Q for flat IPS. A good monitor lasts several years, GPUs should be changed every 2-3 to stay up to date. I would probably nab a 6700XT or 3070 right now, and put $500 aside for the next GPU upgrade. That's just me though....

If he really wants to spend the big bucks, an RTX 4080 is the way forwards for an OLED 4K panel, which he may already have in his TV - but if his TV is a regular 60Hz LCD job, then forget that idea. A sub-$500 gaming-focused monitor will be far better for input lag and response times. Even many of the good gaming TVs (the VRR 120Hz ones) have input lag that's perceptible, even in game mode, so it really does depend on what he has.

I never play twitch shooters on my TV, even though it's a fast TV. I use My G7 at 120Hz with strobing backlight and you can take that out of my cold, dead hands.

Don't buy a Raptor Lake CPU lower than the 13600K in a $2500 build, they're not Raptor Lake, they're rebadged Alder Lake, only the top three SKUs use the new architecture.

There's several significant changes between the generations including significantly different memory support (Raptor Lake having about a GHz difference), V/F curves being different due to process changes, significantly more cache in Raptor Lake, E/P core and ring clock frequencies being less tied (on Alder Lake if you disabled E cores you could clock the ring much higher and therefore get better P core performance) amongst other things.

The rest looks reasonable although as others have said there's better alternatives for SSDs etc.

As for the budget - if he's got $2-2.5k to spend, spend $2-2.5k.

Cheaping out on CPU/CPU Cooler/GPU etc isn't going to do him any favours in the long term.
I had high hopes this cpu would natively support DDR5 5600. Instead it's more or less a rebadged 12600K by the looks of it. After reading a review of the 12600K the difference between 5600mhz and 6000mhz was almost non existent. So a few more changes to that build.

I like all of that with two caveats.

Odyssey G7 or go home. The G5 is inferior by a long shot and far from the best performing or best-priced midrange monitor. Most reviews are critical of the classic VA smear which is a couple of generations behind the capabilities of the best VA panels. If you want VA performance from a decade ago, find one on ebay for $50!

The RM650 PSU is a great selection for the 3060Ti/3070 but the next GPU to be dropped into that system will potentially need more than 650W. For the sake of an extra $20 get an RM850 and buy some headroom for CPU overclocking and/or a 300W GPU down the line....

It is very easy to overclock the ram to 6000+, maybe 6500 is doable, depends on how much the IMC handles with locked SA voltage :)

I personally think the 4070Ti will age like warm milk at its $850 price point. It's priced to compete with the 3090Ti and 7900XT, both of which were offensively priced in the first place - and those prices only work in a vacuum which is imminently going to be filled by the rest of the 4000-series and RX7000-series cards over the next 2-3 months. Prices of Ampere and RDNA2 are falling fast on the used market, too - which is an indicator that current new GPU pricing isn't likely to be stable.

In saying that, there's nothing that's really compelling value at that performance level right now. If you have to buy NOW and want the GPU to last as long as possible before needing an upgrade, then the 4070Ti is no worse than any of the other terrible options.

I would probably pick up a used 6700XT or used 3070 for under $350 and wait until the dust settles with the new generation launches. Both of those offer really good 1440p high-refresh experiences right now, and the GPU market is likely to change dramatically over the next 3-6 months.

He doesn't expect his tax return until late February / early March and a lot can happen from now to then.
