5770 Crossfire Disabled Adapter problem

Hello, I am having a problem enabling Crossfire with two Sapphire 5770 cards.

In CCC one of them always shows as "Primary Adapter" and the other as "Disabled Adapter". There is no option for Crossfire.

I have tried:
-Flashing the BIOS of the older card. One is a second generation Sapphire HD 5770, the other is the newest (third). I just purchased the newer one.

-The latest revisions of the 10.x and 11.x drivers

-Switching the cards' PCI slots

-Plugging my monitors into either card.

My system is:
Core i5 2500k
8gb
p8p67 rev 3.0
Fresh Windows 7 install

The P8P67 is not intended for full support of crossfire, x4 on PCIE should not notice unless running a 6990 that would require x16 on the PCIE

Slot support for P8P67
1 x PCIe 2.0 x16 (single at x16)
1 x PCIe 2.0 x16 * (max. at x4 mode [Black])

*The PCIEX16_2 slot shares bandwidth with the PCIEX1_1 slot, PCIEX1_2 slot and USB3_34 connector. The PCIEX16_2 runs at x1 mode by default for system resource optimization.
