9070 XT strange performance in Cachyos/Windows (Low gpu utilization in games)

Hello there,
recently I've bought Gigabyte Gaming OC 9070 XT, and after installing it in my rig it is not working properly, it boost just ok in game menu circa 3200 mhz, but after the game is loaded it is utilizing only a fraction of the gpu power.
It's the same on windows and linux, I was testing it on Echo Point Nova, and in menu around 500 fps with high gpu clocks, and in game around 130 fps with lows getting to 50 fps.
After some digging I've found that I'm not the only one, on internet there is a lot about it on other forums, but here i don't see it, and I guess maybe someone from here has some ideas.

GPU Gigabyte Gaming OC 9070 xt
CPU ryzen 2700
Ram 2x corsair venegance 8gb
ssd 860 evo 1tb sata 3.0,
Windows 11 ltsc 2021.
Ps Windows was installed today, graphics drivers where installed today as well on clean windows.

On the GPU clock first is time when I open the game and chose save file (around 3000 mhz on core), then the stable graph is when I'm playing game(2500 mhz on core), and the spikes are when I'm doing something in windows with game in background.

And Benchmarks are going great, no problem there stable full gpu utilization, but games are problematic.
 
What screen resolution?

Have you tried 3d mark or other comparable benchmarks ?
 
I've got 34 inch 3k 75hz monitor, resolution is 3440x1440.

And power draw in gpuz was 330W for this one.

Tomorrow I will check with Vulcan games if it has the same problems.
Cause in Forever Winter there was lower power consumption in game, than in loading screen, but it was not that dramatic like with Echo Point Nova.

Ps for now I will try trouble shoot this gpu in windows.

Hades in Vulcan has around 470 fps, and in direct x around 400 fps.

Strange thing it is drawing more power when not in game, and fps in game are boosting up.
I though maybe cpu is bootle neck, but if it was, it should not boost fps in game, while outside the game.
On the graphs in gpuz it is really easy to spot time when I show desktop, it even uses fans then.
 
Surely you can get way more out of that 2700, even a small overclock might yield if there's a bottleneck there. You could also try super resolution, push number of pixels up to see if frames any lower or not.
 
Did you set the size of the swap file manually in Windows? You are running out of memory.
 
nothing is strange, weird or buggy. Your (in 2025) way below the lowest end, entry level CPU is by far not able to saturate a high end GPU.

I did not change swap in windows it was stock. I will try it later.

I thought that too, but before posting here i was searching the internet, and ppl with more recent cpu, and more powerful, had the same problem, and I don't think that cpu is a problem, cause game in background is doing 180+ fps, but in foreground 100-140 fps. and the cpu is not topped out in task manager. (but last time I was troubleshooting cpu gpu was in 2017, so I can miss something with my knowledge.

I don't think Cpu is problem here, but I will try the super resolution :).

I hope they repair it with newer drivers :)

Edit: it is problem with drivers and older games, PoE2 on Vulcan and DX12 has almost the same gpu utilization 3200 mhz on core, and over 300W power draw, the fps is stabilized around 80 fps with my 75 hz monitor. so it is smooth :).
