Anyways, all images on web browsers are like this, doesn't matter if I turn off light mode, dark mode, or hardware acceleration, etc. Games run perfectly fine and no issues. HDR is always off in Windows and the monitor.
no issues at all other than web browsers, and it doesn't matter which web browser, they all do this black out to images... anyone know how to fix it? fyi that is @GodisanAtheist profile picture in the upper left corner, it won't even let me take proper screenshots. what the fuck bruh
edit: f12 in steam games still takes perfectly fine screenshots. and again games have 0 issues. hmm strange.

Doesn't dynamic resolution scaling mean the game will drop resolution to hit the target framerate?
I can see that helping just about any card play the game at 4K at the cost of image quality:
