Are cmd commands dangerous? Can it damage the hardware?
 
Unlikely. But a noobie can easily screw up the OS, if not hose the entire OS!
 
Damage the hardware, no.
But you can obviously cause a lot of problems with your files if you don't know what you're doing.
And cmd commands... It was the entire OS when some of us started using computers...
 
Generally they're not harmful to hardware per say you'll not be able to send a kill command to to say the GPU or a mouse but what you can do is remove drivers which could stop it from working until those drivers are reinstalled or you remove a partition on a drive like say the boot partition for windows
or you use a dos version of a BIOS flash program and feed it commands to erase the BIOS but don't reprogram it and then reboot that'd be a bit catastrophic
it comes down to what are you trying to do and why

Yes. No.

Like just about any command, it can be dangerous if used improperly.

It should also be noted that most commands available through the command prompt can also be performed through the normal Windows GUI, or with other apps.
