Are texture optimizations used with 'only driver' installation?

I was wondering about the two optimization settings: Texture Filtering Quality and Surface Format Optimization.

Are these optimizations enabled by default even when NOT using Adrenalin software and instead just using "driver only" driver installation? Or in that case the optimizations aren't used? Anybody know?
