Asus mini GTX 950 problem

I have a problem with the cooling on this card. The fact is that even in a simple cooler stops and starts at maximum, always and so in the cycle, that is from 0 PPM to 3900 PRM. I tried to configure utilities, but to no purpose, is not regulated. I changed the BIOS settings, too, to no avail.

Just 2 things came in mind: either you have conflicting software or broken PWM inside fan. Try this card in another system if you can, or clean OS install on spare HDD.
 
Go online and look for that cooler buy it or replace the card

Tried to put other operating system-the result is the same. I tried to install the card on another hardware, also to no avail. The video card is also included in the simple maximum and immediately stops

Never heard of BIOS settings affecting the GPU's fan speeds.

I would not be surprised if you won't have to use ASUS's utility
