So i've had this laptop for about 2 years now, during the first initial few months it would shut down perfectly fine but after certain windows update the laptop just does not power off correctly at all.
The fans will be running and the HDD Led indicator will be blinking still despite going through windows shut down step.

Now I have tried changing settings in BIOS, power settings in windows and even disabling the Intel Management Engine Interface which some people had success but mine is still the same.
Ever since windows update the Intel management engine interface has a exclamation mark highlighting it doesn't support the current windows 10(1803).
I have also tried installing windows 10 on a different SSD which made no difference.
The laptop works perfectly fine, it boots up in few seconds like normal but it just doesn't power off correctly via software and I have to manually hold the power button to turn it off.

I'm open to suggestions on what else I could try, I'm thinking it could be a sensor that could have short circuited or something if nothing I can do software wise can resolve it.

I had this problem before, and I'd almost guarantee it is because of the Intel Management Engine. I ended up fixing it by finding and downloading newer drivers. Have you checked ASUS's website to see if they have a newer IME driver?

What model laptop is it?

Have you tried disabiling Fast Start up?

Go to Control Panel > Power Options .
Click on "choose what the power button does"
Click on “Change settings that are currently unavailable" (if the options are greyed out)
Uncheck "Turn on Fast Startup"

Asus Zenbook UX310UA, already checked the asus website and there is no update for the IME driver sadly.

There are few things you can try:
1) Check if there are any pending updates, and if there are - install manually
2) Disable "Hybrid Sleep". Later updates have removed it from the advanced powerplan settings, so you might need to use powercfg or tweak it via the registry.
I'm kind of 99% sure it's the second one that's causing you problems. Just in case you might wanna disable hibernation too.

Tried disabling the hibernation through command prompt, no change.
I have actually found newer version of IME on intel website, installed perfectly fine but whenever I try to restart or even shut down the laptop would crash, which I'm guessing this is the symptom with previous drivers but not as obvious.
Although it does restart fine with previous IME drivers.

Thought i'll share an update on this laptop.
The latest IME drivers just crashes the laptop when restarting or powering off so I uninstalled that, did that around December time.
Last month I recently had to help copy some pictures for the GF older sister off her broken laptop, removed the HDD from the broken laptop and used a USB HDD adapter and while booting up the Asus the boot-time was quite slow..
Fast forward today, I've tried removing the corsair 4gb and the Integral SSD and going back to the original configuration which is the built-in 4GB and sandisk SSD M.2 drive. Reinstall Windows 10 on the Sandisk(was installed on the integral SSD when I was trying to fix the shut-down back in December) and the boot time is back to its original boot time..Fast and efficient like it should be from new.
Fresh Windows 10 with no IME drivers installed and still the same symptom still present.
Tried the latest IME driver listed on intel which was the 1824 but again had no luck as it freezes when restarting or shut down, device manager flags it with the yellow exclamation mark.
Found a v1846 or v1826, forgot what version it was and it shows no problems in device manager and its still fine after installing all latest Windows update.
Symptom? Well...restarting takes awhile before it does restart but once it restarts it boot to windows in seconds like it does, the shut-down is still the same with fans still running and HDD indicator still active.
I did however notice the fans did eventually stop after awhile but I wasn't sure when it did as I went out at the time but the HDD indicator was still active, meaning I still can't power it on normal and I still have to hold the power button down to shut it off completely before I can power it back on.
Haven't tried hibernation function properly with those IME drivers but before that it just won't wake up on after tapping keyboard and I have to hold power button down again to shut it down and turn it back on and windows will resume like before.

My honest conclusion here now somewhere hardware wise is not receiving the commands properly through software controlled manner...
I have tried many combinations as mentioned in previous post so i'm not sure what else I could try now.

Weird. Do you have the latest bios version? If so try a reset.

I had version 300 installed it had same symptom and now 303 which is the latest revision and it's still the same.
I have also tried disabling things in bios like fast boot, SMART hdd test and other options but it's still the same.
Leaving fast boot off in power settings in windows has made minor difference in that it power on and off like normal but the system isn't fully off.

Nope same thing, it won't power off completely even in safe mode.
Could be BIOS, or a faulty multicontroller.

Which model of Zenbook do you have?

Zenbook UX310UA, it could very well be BIOS thing but I have left it as 300 from new and I did not have problem with powering off cycle, as mentioned it could be the multicontroller thats the problem.

So I've now tried installing uBuntu onto the laptop and long behold its the same thing, although the fans stopped spinning but everything else remained active like the screen and HDD indicator.
