Auto-changing traffic priority in QoS on a Linux firewall/router distro

Apologies for the rather lengthy title, couldn't think of anything else.

What I'm looking for is a Linux router/firewall distro (think m0n0wall or pfSense) that changes the QoS priority of a certain protocol after a certain amount of traffic has been transferred.

If you have a look at this screenshot of the Tomato firmware:

You can see that http transfers are a High priority for burst downloads, but get switched to a lower priority after 512KB has been transferred. Useful for when someone wants to download large files over http without slowing down general web browsing for anyone else.

I would use Tomato on a Linksys router if nothing else were available, but I like the power and flexibility of running a firewall/router on a home computer.

Any thoughts/comments gratefully received.
