Best free internet parental control software?

Is it possible that replies just include software suggestions rather than arguing on the pros/cons of parental control? I'm sorry if this sound harsh and I know you're all trying to help..
I won't go into further details only that it is not 'me' who wants this software but a friend I know. The software will be installed on the pc of a kid with mental disability whose main (only?)recreational time is gaming/browsing the net and his parents can't afford to stay by his side 24/7

Could see if your ISP provides something for free. In the US I have seen a lot of providers do that.

I use Windows Family Live on my daughter's laptop, but she's on Windows 7. Not sure if it works on XP...

The guy I'm helping here wouldn't trust that. Plus the boy in question is intelligent enough to try to install chrome or firefox.

There is no safety net on the net,by the time you reduce functionality down to something you can safely control, there will be very little left.

The best thing to do is create a user account and restrict software etc, then there are a few administrative things you can do like blocking sites etc from the admin panel.

Thats about the best its gonna get.

I somehow missed this thread. Kaspersky Internet Security actually has some good internet parental controls. It's what I used on my kids' computer. Not free, but awesome.

Old response, but it is. You create the account, download some program that keeps track of your IP and DNS and whatnot and then you can control what sites the computer visit. It works like a charm and is super easy to use.

Lots of routers have that thing built into them, that is pretty fool proof. No programs the kid/person can remove and edit.

Most parental control software cannot really block the smart ones.

You will need a combination of something like opendns, securing your router, using limited use logins(for OS), and some monitoring.

OpenDNS works well on XP. It's really good for basic parental controls. Not sure about the web account thing. I had no problem setting up an account.
