The Sempron core design is adopted from the current Athlon64 and is manufactured in AMD's 130nm process technology. Sure the manufacturing process may be more advanced but it still sports roughly the same features as the older Athlon XPs. The thing that gives new generation XPs the advantage is that is has double the L2 cache of the Semprons. This applies even to the highest rated Sempron CPU, the 3100+ which btw is socket 754.
