Black screen when GPU temperature reaches 60c after a while.

I just built myself a pc but it black screened after a while. I noticed it crashes when my GPU temp reaches 60c or more. I've tried changing the thermalpad and thermal paste but the issue still happens. To combat this I limit the GPU power to 70% and speed up fans to 90% on MSI Afterburner. I also bought this GPU from an ex-miner. I am curious for what is the issue here. Is it because of my PSU? Anyway I have sent the GPU for RMA.

Intel® Core™ i3-12100F Processor
PRO B660M-A WIFI DDR4
Corsair VENGEANCE® RGB PRO (2 x 8GB) DDR4 DRAM 3200MHz C16
Gigabyte RTX 3070 Gaming OC 8GB
1TB NVME SSD
1st Player Steampunk Gold 650w
 
It sounds like someone tinkered with the VBIOS. Your memory was probably overclocked and the core undervolted to the edge of stability, so higher temperatures caused a crash. If you can successfully RMA the card, you are in good shape. If they refuse the RMA then we can try to figure out what is going on.
 
Is it because of the 650w power supply? If I upgraded to much higher watt PSU it will run fine?
Because it's some super dodgy no name crap.
Buy a normal well known branded PSU like Corsair, seasonic, bequiet etc.
 
Have you tested the graphics card only in another configuration?
Maybe the card is defective.
Yea. On my friend's configuration still the same issue occurs. His spec similar to mine except for the PSU and CPU. He used i5 12400f and Cooler Master MWE 650W

You need to return the card to the seller.
It's not normal behaviour because 60°C is not too warm, actually.
