can you explain when it occurs better - if you stop scrolling, does it correct itself?

no not really

Nope (just tested again)
I really want to use IE though :/
This never happened on my older monitor :0

Then turn off hardware acceleration in your browser

Also check video drivers.

Already did that but it seems to be working now (Restarted IE)
The changes seems to be in effect finally :D
