(If i click on the scroll bar the blurriness goes away :0)

the images show the problem fine.

can you explain when it occurs better - if you stop scrolling, does it correct itself?

no not really

Nope (just tested again)
I really want to use IE though :/
This never happened on my older monitor :0

Already did that but it seems to be working now (Restarted IE)
The changes seems to be in effect finally
