Brand new Ryzen PC power-up / down problem

I have just built a second Ryzen PC for my wife based very closely to my own. The only difference that stands out is I installed one M2 NVME hard drive, which I have never done before.
I also got another for mine but my OS and progs are running on an SSD. But she has everything on her one.
Things to note, are all to do with powering up, restarting or powering down:
The PC boots up fine (and very quickly) but occasionally it's dark screen until she moves the mouse.
When restarting the PC, the screen doesn't come back on and stays black but we can see the PC is powered and all the lights are on and it looks like it has restarted.
Powering down, it takes longer than it should, sometimes we leave it to sort itself out and eventually it does but this takes minutes, not seconds.

Ryzen 5 3600
ASUS ROG Strix B450-F Gaming II
Corsair Vengeance RBG Pro DDR4 3600 PC4-28800 (2 x 8GB)
WD Black SN750 1TB
PNY 250GB SSD (Windows back up)
Cougar Aqua 240mm AIO liquid Cooler
Corsair CX600 PSU (second hand)
MSI GTX 970 4GB (second hand)
Gigabyte GC-WB1733D-I PCIe Wireless network card
Logitech MX Master 2s Wireless mouse

Notable mentions: Every time it boots up and gets to the windows login screen, it makes the USB notification like something has been plugged in, then the same like something has been unplugged.
She also has Corsair iCUE software installed.
I have made sure that windows OS is up to date and I have paid for IObit driver booster pro to make sure all the drivers are up to date but after another look over the PC inside, making sure all the connections are good, I am at a loss.

Appreciate any help offered and please try to keep it in simple jargon! Thanks.

1.Remove all usb devices attached to your pc..excluding any usb keyboard and/or mouse...try restarting and see if it makes any difference...most probably its a faulty usb device

2.Please update your motherboard drivers...especially usb drivers from the motherboards website...try rebooting again..

Just unplugged the Logitech nano usb and plugged in wired one, her keyboard is wired Corsair K55. It made no difference.
Cannot find any USB drivers on ASUS website for the MB. Armoury crate tells me everything is up to date?
It does say on ASUS that there is a new BIOS dated 2021/06/30.
Apart from the Logitech nano usb for the mouse she only has the Corsair keyboard plugged into the MB. No other USB devices.

the chipset driver dated 2021/02/02...try installing that one...

another thing....Are you running the corsair rgb program and armoury crate together?...rgb control software are prone to conflict with each other...
 
Swap Power Supplies then motherboards
 
only use chipset and graphics drivers from AMD directly.

I did both of the things you said, installed latest chipset driver & uninstalled Corsair iCUE and its working fine now, as it should.
Restarts perfect and shuts down straight away. Wish I'd done one at a time to see exactly which one it was but happy it's solved the problem.
