Which is Faster? L1 or L2 and why?

Cache is leveled by speed/size because of price/performance balance.
Ultra fast memory is expensive to produce, so we have small amount of faster L1 cache. L2 is slower, cheaper and there is more of it. It's all about balancing price/performance.

Ideally all memory should be at L1 cache speeds, if it was cheap enough.
