I noticed Hwinfo can show effective GPU core clocks. I think this is more representative.
If you are using MSI afterburner to add a core clock offset, the core clocks will add that offset, while the effective clocks will not.
Instead of showing users, GPU is idle at 140mhz. Once you add a core offset of +400, it will show 440mhz, and users will start postings that their RTX 5000 is not downclocking at idle.
