So what are you trying to do with the card purpose wise?
Well I would like to get a video output from it and play games, even if I have to turn down the clocks

Keep in mind that the graphics card can also be mined to death.

I don't have that type of money, also I need a card around 100watt tdp

Yeah... Would there be any way to tell or is it just a lottery sort of deal?
Save up then, TDP is not that big of an issue when software can control certain values when it comes to volts and clocks.

Box of chocolates, playing craps with your money.

Don't waste your time with the rx470. If anything step up to an rx590 or 5000 series then.

only attempt if you got the rx470 for free, even then the performance is terrible...

$50 usd.. it doubles the rx470 perf

Tdp is. I had an rx480 running in that system and I couldn't get it low enough to be stable, it always went over

Ok rx 5500, newer and less likely to be bunk, your choice

You can adjust it it is just for the cooling solution

98% of questions in this forum pertain to doing what you want to do in hopes of fixing a card that has physical damage from years of abuse. Needless to say: just buy something newer. If you're TDP constrained, RTX 3050 6GB
