I am looking for an inexpensive video card for a budget gaming computer.

Does anyone have any experience using these for gaming and what bios flash would be required if it is even possible?

I know I would have to fabricate some way to mount fans.

I doubt that board works at all. The state of the port says everything. Screws are no different.

It was probably in a flood or something. It even says "FOR PARTS: NOT WORKING".

I was meaning more that model in particular rather than that specific card. I see working ones identical to that from time to time

If you have onboard graphics you can use the GPU with thre monitor connected to onboard graphics. I did this with a Tesla M40 for a while.
