Can you help me to Lowerclock/Undervolt Rx580 of my notebook please?!

I want to permanently Lowerclock/Undervolt Rx580 with BIOS mod method and level up GPU's fan operation if possible.
I did flash my modded BIOS file but after reboot, GPU/MEM clocks revert to factory values :(
Please pay attention to my attached photo, I tried to provide much technical info about my situation, Thank you...

lower GPU temperature, because sometimes windows get me error about "stop GPU driver..." and I'm pretty sure it's depend on to GPU temperature ... can you tell me why revert value to factory default after reboot windows?!
 
What program are you using ?

Is it showing an error while under load ?

I don't like use afterburner because:
1) I can't set limitation on GPU clock (all methods in youtube didn't work for me)
2) I'm looking for permanent solution (BIOS editing)

I used atiflash to flash my modified BIOS file, but It does not works and revert to factory GPU & MEM clocks after reboot.

It may be that the voltage controller is non programmable so despite amending the bios the controller is locked into current settings so ignores the Bios, not all voltage controllers are programmable, especially on some laptops.

Not the clock, you mentioned before that you wanted to reduce clock speeds and voltages I thought, they may just have locked out the bios, unusual if you can amend and flash it but clearly it is not holding your changes and that usually means non programmable controllers and/or Bios locks.

Finally, as provided picture, many variables remain as original value (ex: 1077 is default factory GPU's clock)
So, Is my amend correct?! Maybe I should change other value(s) to reduce GPU clock from 1077 to lower.
 
You are pretty much stuck at this point
 
Upload the bios to tpu database using the arrow by uefi checkbox and post the link. Bear in mind this bios will only work on gpus that have your subsystem ID and samsung memory
