Can't open NVIDIA control panel no matter what.

I messed with some services and my pc wouldn't start, so I used a restore point. Now nvidia control panel won't start no matter what I do.

Things I have tried:
Fresh install.
Complete removal and reinstallation using Display Driver Uninstaller.
Removing and reinstalling every VC++.
Installing Geforce Experience and trying to install control panel through the Windows Store.

No Idea why this is happening. Any help appreciated.

you might have to re-download the NCP from windows store.
