Clock keeps droping while playing some cpu intensive games causing stuttering even with the temps below 73°C.

I'm already undervolt/underclock my cpu, and everything seems fine. But when I tried playing GTA V(cpu intensive), even my underclocked cpu sets at 3.0ghz drops to 2.9~2.5ghz after a time and the game suffers stuttering because of that, just in GTA V for while, in other games it's very fine and the clock keeps at 3.0ghz. What I don't understand it's my temps are good. This normally just happen when I try the max clock (4.1) and it drops to 3.7~3.4ghz, but now at 3.0 I just don't understand. Someone can help me? (Also I notice these yellow flags on limits reason)

go to tpl and increase short and long turbo power. I leave my 9750h at 100 watts for 4.0ghz+undervolt and 40 watts for 3.0ghz+undervolt. This phenomenon has occurred to my system as well as a number of users on reddit, where the previous tpl values no longer run at certain frequencies that were once stable beforehand.
