CoH2 starts on wrong monitor

I have a multi(2) monitor setup. I use 2 graphics cards, one for each monitor. Usually when I start up a game it plays on monitor1 card1 my main card. When I boot up CoH2 , however , it starts up on monitor2 a weak ass radeon 6450. I can work round it by disabling card 2 but this is a real PITA.

Anyone heard of this bug or got a suggestion to force the game to start on card no.1 ?

Things I,ve already tried

1. \dxadapter=0/1
2. -window. Works but the game won`t let you maximize it again

Steam says my graphics adapter is Radeon 6450...any way to switch this to the other card ?
Device manager says the radeon is graphics adapter no.1. Does this make a difference ?

Windows\Control Panel\All Control Panel Items\Display\Screen Resolution
Select - Display: [Monitor] attached to the adapter the game need to display on
Select - Make this my main display [put a tick in the box]
Select- Apply

or find the ini/xml file for CoH2 and edit the setting for the game

Ok, could try

-Power down the system switch off the PSU wait a couple of minutes and allow motherboard to drain of any charge or press the power switch while PSU is unplugged from the wall.
-Remove the Radeon 6450 vga card [*do not uninstall the driver]
-Power up the system
-Reinstall the game [*backup game save data; if not using the cloud]
-Delete ini/xml settings file #DriveLetter#:\Users\#UserName#\Documents\#Game Folder#!?
-Run the game and save settings
-Exit the game, shutdown windows
-Power down the system switch off the PSU wait a couple of minutes and allow motherboard to drain of any charge or press the power switch while PSU is unplugged from the wall.
-Reinstall the Radeon 6450 vga card
-Next- Run the driver package for the vga card that the game needs to use
