Constant red PL1 in CPU and GPU

When i play demanding games like rainbow six siege i get lag for like 20 seconds and then go back to normal for 2 minutes, then i have lag again. I noticed that when i have lag, Throttlestop has constant red in PL1 GPU and CPU, what can i do to fix this?

Increase PL1 value in ThrottleStop's TPL window (Long power max) if it's possible.
