Depends, typically Dynamic simply brightens the screen and over-saturates things, creating brighter whites. Watching movies, or if the dynamic gets up to 50,000:1 or so, your not going to want it on, as it doesn't provide as natural color, or it's too bright (in a dim room at least). However, in my experience w/ computing I would usually rather have it on during games and most things, as you don't really need perfectly accurate color reproduction (and won't really get it anyway) and it looks better that way. 4000:1 isn't that high anyway so it won't hurt your eyes, and the normal cr is probably around the first one (1000:1 or so), so I would go w/ that one (#2 out of the 2).

Based on cr alone I would go w/ the 4000:1 dynamic, as its regular is probably around 1200:1 and the dynamic is better for gaming (although really the 1200:1 probably has dynamic as well and is pretty close to the other).
 
Do not buy Chimei screens they utterly suck. Never seen so many screens with dead pixels or other hardware errors.

Yeah I was wondering about the brand, never heard of em. I've found screens (tvs and monitors) are generally some of the things where you want to go w/ a name brand, the no-names will burn you or simply not be very good.

It depends on the panel it uses. TN is the most common for non-professional monitors suited for the mainstream. For most, it's the most affordable too. I really like Samsung as far as manufacturers go. As far as getting the best quality out of a TN panel, look for things like a smaller pixel pitch, and read reviews. While many manufacturers can use the same panel, the monitor itself can be built differently having an effect on quality. Acer, Samsung, BenQ and a couple others all make some good monitors.
 
Asus, Samsung, and BenQ are the best ones I can think of. Definitely read reviews about them before you buy.

I love my 22" Samsung.
