I was wondering does either CPU/GPU overclock affect to either max overclock, depending whitch one is done first?
 
it shouldn't make a difference unless you change the bus frequencies.
 
No, but I would definitely recommend getting a stable and tested CPU overclock before you start doing the GPU if you intend to get both.

Otherwise you have no way of knowing whether its your GPU OC breaking down or something else. In addition, if both parts are tasked to the max, a better CPU OC will directly improve FPS.

+1 Find your max stable CPU OC and leave it there, then do the same for the GPU, unless you're overclocking the PCIE bus then neither will have an effect on the other.
 
Nice nickname, btw. \m/, >.< ,\m/ - To add to what everyone's already said, I'd keep in mind, if you're already using a GPU that's an "OC" or an "SC" (pre-overclocked) model, unless you see elsewhere on the web that others have successfully done overclocking with it, I'd say just OC your CPU. I've seen more GPUs melt into motherboards than I have CPUs. Most probably because the majority of CPUs on the market are self-protecting, and will just shut themselves down if heat or voltage is excessive. It's only recently (well, not THAT recent, but in the last few years) that GPUs have been self-protecting. And, as the other comments mentioned, you're WAY better off working on one at a time, and making sure each OC is totally and completely stable - throw everything you have at it - even the kitchen sink - before you start OCing anything else.
 
Thanks guys! I already have rock stable OC on my i5 4670k, but i was just wondering if CPU OC could hold back GPU's. Just out of curiousity, how does PCIE bus overclock affect/work?
 
With a moderate OC on both I don't think you need to mess with buss speeds. And with that GPU and board don't think you would see any difference

Even a stock i5 should feed a 7970 just fine (or 2 even), but ofcoruse an OCd CPU will add to your minimum fps, and to be fair thats more noticeable than your highs.

my recommendation is to not mess with it unless you have a good reason.

essentially increasing the clock speed will increase the amount of data the bus can transfer. but very few things will max out all the pcie lanes assigned.

there's plenty of benchmark tests for pcie 8x vs pcie 16x ( and pcie 2.0x16 vs pcie 3.0x16, which is essentially the same test) for gpus that show very negligible differences.
