cpu cooler making to much noise

hi i dont know if this is the place to post this thread but im having issue with the cpu cooler for being to loud this has never happened before but now does it even feels like the fan keeps spinning faster like it used to is there a way that i can fix this solution i tried to clean the dust but that wasnt a problem

Post some specs please.

What cooler? What's its temperature? What is the fan's maximum and current RPM?
What is your CPU? How much is its max power consumption and how much is it consuming when the fan gets too loud?
