CPU going over max set speed

I have a intel i3 2330m 2.2ghz the max speed is 2.20. i set it to 1ghz max so it can stop overheating but while im playing a game it goes up to 1.9ghz even though i set it to maximum 1ghz how do i stop it from going up to 1.9ghz?
 
What program are you using to limit the Max Turbo?
 
Hmm, I'm not certain how effective that Windows Power Plan setting is if another piece of software asks for more frequency. You may be better off with something like ThrottleStop or Intel Extreme Tuning Utility to control the processor speed, assuming that CPU is compatible with either program.

i tried clock mod with throttlestop but it did the same thing again
