CPU PowerLimit Throttle help

i have a msi ge60 2pe apache pro which uses a 17-4710hq cpu capable of 3.5ghz. however anything over 3.0ghz throttles down. in intel xtu it says power limit throttling. in throttle stop is says pl2 and edp current throttling in CORE, pl2 in GPU and edp current in RING. is there anything i can do? i have unvervolted to -65mv. but even not with the undervolt it still throttles.
and no it is not thermal throttling my cpu temps only get to around 82 on spikes.
