Depends on what you use your computer for (and if gaming, what resolution and what refresh rate) and how much money you have.

Don't buy a six core CPU in 2023.

You can get a Zen 3 8 core for less than $200, or an X3D for $350.

While I realize that prices vary by region I voted R5 5500 as one is sitting right next to me to be paired with a 1660 Super, not much worse than a 2060. But it was $96 which makes that price comparison a very easy choice especially as this is an upgrade from a 1600AF, not a system being built from scratch.

You can get an AMD Ryzen 7 5700X Boxed for about $190,-. The 5700x has a TDP of 65 watt.

The Hyper 212 led turbo can handle a TDP of 160 watt at most:
Yeah I have a Ryzen 7 5700X and I love it. This cpu is great for gaming and it overclocks very easy via Ryzen Master software. I haven't used PBO from bios but just from Ryzen master it's very similar in performance to the Ryzen 7 5800X and at a lower price. Yeah get a AIO for any Ryzen you get I use a Cooler Master ML240L RGB V2 and it runs just fine. It's not the best but not the worst AIO but it does job well.

None of the CPUs being discussed need an AIO.

Alright but, is the hyper 212 led turbo capable of handling it?
It's fine.

Alright so, I've decided to sell my 2060 to attain the r7 5700x and the 6700xt also I have 2 final questions:
1: is the ram ok? Cl22 is kinda slow
2: which PSU is better?(can't go higher in wattage since they cost around 50$~ more/50w here)
-Deepcool DA600 44$ (600w)
-SeaSonic s12III 50$ (550w)
-Corsair CV550 44$ (550w)
-Xigmatek master X gaming with x power 600w 73$

I need a high and low priority pick just in case one of the PSUs run out(excluding the case+PSU combo)

5800 Oem is the same exact chip as the 5700X, which ever is cheaper go with it.

I was saying to get an AIO. That was all.
He's got a ~$250 budget and an air cooler perfectly capable of handling any of the 65-105 W chips being discussed. Are you suggesting he spends ~$100 of that budget on an AIO that will degrade or fail within 3-5 years for a marginal temperature benefit?

MIFCOM Performance 450 W or Corsair CX-M Series 450 W

Corsair CV550/Seasonic/Xigmatek S12III absolutely not.

Deepcool ~ maybe.

XPG Pylon uses the same CWT platform as the corsair CX(non-M) that they stopped making but was their best budget unit.

Thing is that 5600 non-X is sold for much less and it is probably the best in vfm and loses only by 5% vs the 5600X.

The cost is irrelevant - don't buy less than an eight core for a $250 budget.

What if i sell my 2060 to buy the RX 6700xt but at the cost of buying the r5 5500?
I would hold onto the 2060 which is fine for Esports until you can afford RTX 4xxx/5xxx or maybe RDNA4 when it's released.

I have the stock cooler than came with my 4650G-Pro, i can give free, it's brand new... i'm from France.
