If paired w/ GTX 2080TI would you rather choose Ryzen 9 3950X or an I-9 9900KS? Used for streaming/recording/gaming

3950X easy.
faster recording and converting if you need it.
 
you could drop down to a 3900x which would save ya 200$ and would be faster then 9900ks. You would still have 4 cores for encoding or 6 if you want more. You could even use nvenc (new) in obs which would eliminate cpu most part outta the encoding entirely.

Having a 2080Ti I assume you are not going to game on 720/1080p, right? Unless this, the practical difference between 9900k and even a 3900X is almost 0 at gaming. On the other hand in a lot of other work loads the 3900/3950X is a lot faster. Let alone the ability to upgrade to Ryzen 4000series, even though that wouldn’t make much of a difference having a high speed 16c/32t CPU already.
