CPU Throttling?

In a separate issue to my fans (and also the resson that I noticed my fan had died) does anyone have any idea what would be causing my cpu to throttle itself down?

I don;t think it's temperature, as it happens with the burntest even when I am running at stock with good temperatures.
I know these temps are a little on the high side to be running 24/7, but I'm going to see if I can get a higher OC as soon as my new cooler arrives.

Here are some screens of my bios. I'm just using the OC profile at the moment.

Edit - My comp just crashed at 4.6 Ghz so I clocked down to 4.4ghz using the bios profile. Ideally, with my new cooler, I'd like to try for 4.8 Ghz
 
There's something wrong with the motherboard or something? You have a lot going on now. :laugh:
 
C'mon Frick. Don't say that! There must be something else. It's gotta be some sort of throttling, right?

edit - I just tested prime95 and the temp climbs up to 87 C over a couple of mins and then it starts dipping.

Edit - Damn I was worried. Ok, I ran prime95 and the issue doesn't repeat itself. It must be a problem with Intel stress test. I've never seen it before though.
95 core temps dude seams high and would definitely cause throttling id suggest clearing your cmos and setting it up again as ive had mobo bios and ocs corrupt
 
It's going up to 88 C with a semi-functioning fan, then throttling down.

I think I might just leave my pc alone until I get my new cooler.
