CS:GO launch issue

I cannot launch CS:GO under normal conditions. Every other game in my Steam library loads fine.

Each time I try to launch, I get an empty black screen. I can ONLY open the game if I use the "-safe" tag in launch options. I can alter the video settings and play full screen then with no problems after launching it in safe mode. But next time I launch it without the "-safe" tag, same blank screen happens.

I have tried searching high and low on the internet to find a remedy. I have posted on the official Steam website and had no luck. Cleared cache, deleted csgo.exe, reinstalled drivers and pretty much everything else you can imagine, bar reformatting the whole drive, which I am loathe to do because everything else works fine.

While the game is playable if I launch in "-safe" first, having to re input the video settings and change to full screen each time is an annoyance I would like to avoid.

Any suggestions?
 
have you verified the integrity of the local files?
deleted , & reinstalled the game? aside from the "safe" are you launching with any other launch modifiers/parameters?

Yep, verified the local files. Tried partially deleting certain files AS WELL as fully deleting and reinstalling.

No other parameters.

Been to both those pages and no luck :(
